The Planning and Zoning Commission sets up the Comprehensive Plan for future use of land within the City limits. This is the policy statement that is then turned into the Zoning Ordinance, which is the law. Members of the Planning and Zoning Commission are appointed for 6 year terms by the Humboldt City Council. The duties of the Commission are set out in Chapter 23 of the Humboldt City Code.

The Zoning Board of Adjustment takes into consideration appeals of the decisions of the Zoning Administrator, special and/or conditional uses of property, and variances from the Zoning Ordinance. Members of the Zoning Board of Adjustment are appointed for 5 year terms by the Mayor of Humboldt, subject to confirmation by the City Council. The duties of the Zoning Board are set out in Chapter 165.17 of the City Code.
